What the Pakistan Floods Mean ?



The unprecedented monsoon flooding in Pakistan is an unprecedented humanitarian disaster larger in scale than previous disasters such as Katrina or the Asian Tsunami. No wounder then that it has perhaps rightly eclipsed the import of the Wikileaks  disclosure of classified US military intelligence on operations in Afghanistan and Pakistan . Those 90.000 pages released in July were merely the latest in a series of reports alleging the Pakistani Inter - Services Intelligence`s ( ISI) ongoing support for Islamist militant networks.

Also forgotten is British Prime Minister David Cameron’s pre-flood condemnation of Pakistan’s “export of terror”. But then, this is not entirely surprising given that only a month earlier, British Foreign Secretary William Hague had praised Pakistani Army chief General Kayani’s efforts to combat extremism, emphasising the significance of Britain’s long-term strategic and economic relationship with Pakistan.

The danger is that while the humanitarian catastrophe in Pakistan grabs the world’s attention, the long-term consequences for regional security have been largely overlooked. Zardari’s visit to the UK to confront Cameron’s allegations in the early stages of the flooding – despite 4 million Pakistanis affected at the time – was heavily criticised for exemplifying a lack of genuine concern for the plight of his people, compared to his greater willingness to engage in international PR. Now up to 20 million people are suffering from the impact of the floods, little has changed.

To this day, Zardari’s administration has provided virtually no effective support to the flood victims, while Taliban-affiliated militants have rushed to set-up relief camps. State inaction fuels already rampant socio-political grievances. But the floods have only exacerbated an already dire situation, in which the Pakistani government’s unwillingness or inability to cater for the needs of its people has fuelled grassroots resentment that, in turn, has ramped up support for Islamist groups. Government corruption, rife under Musharraf and growing under Zardari, has for long meant that impoverished Pakistanis frequently have little choice but to turn to Islamist groups who set up madrassas for free, establish medical camps and even provide generators. In summary, the militants are filling the social vacuum left by an ineffective and corrupt state – and the floods, as Zardari himself has recently conceded, are making it worse. 


A similar process is underway in Afghanistan under NATO-tutelage, where the focus on military solutions at the expense of infrastructure-development fuels the insurgency. In the summer 2009 edition of Military Review, Afghan war veteran and senior NATO official Lt. Col. Thomas Brouns warned that “the possibility of strategic defeat looms” as “violent incidents” increase in direct proportion to the NATO troop surge. This is compounded by the failure of many investments to reach poverty-stricken rural areas, further encouraging insurgent recruitment. Afghans “need to see delivery on promises of improved security” as well as improvements in their personal situation, for lasting stability to be achieved.

In this context, the Wikileaks revelations confirm that NATO’s unconditional military support for Pakistan has almost certainly subsidized the 90 percent increase in violence in Afghanistan over the past year. Although the US response has been quite different to the British - with Vice President Joe Biden vehemently insisting that the leaks predate the current administration’s policy – official disclaimers were contradicted early on by anonymous US officials interviewed by the New York Times, who confirmed that the portrayal of the ISI’s “collaboration with the Afghan insurgency was broadly consistent with other classified intelligence.” The documents show that the ISI has “acted as both ally and enemy”, appeasing certain American demands for cooperation while exerting influence in Afghanistan.

More disturbing is that the WikiLeaks ‘revelations’ offer nothing new – US military intelligence has been fully cognizant of Pakistan’s sponsorship of Islamist extremist networks for several decades. This is revealed by two declassified US Defense Intelligence Agency (DIA) reports, dated two weeks after 9/11, released in September 2003, which observed that bin Laden’s al-Qaeda network was “able to expand under the safe sanctuary extended by Taliban following Pakistan directives” and funded by the ISI.

Confidential NATO reports and US intelligence assessments circulated to White House officials in 2008 documented consistent ISI support for Taliban insurgents. As head of the ISI from 2004–2007, Gen. Kayani presided over Taliban training camps in Balochistan and provided over 2,000 rocket-propelled grenades and 400,000 rounds of ammunition. In 2008, US intelligence intercepted Kayani’s description of senior insurgent leader, Maulavi Jalaluddin Haqqani, as a “strategic asset” in the insurgency around Kabul and eastern Afghanistan.

The British have never been in the dark either. In 2006, a leaked report by the Ministry of Defence-run think-tank, the Defence Academy, spelled out the ISI’s “dual role in combating terrorism” while simultaneously “supporting the Taliban

[and] supporting terrorism and extremism.

The evidence is hardly commensurate with the official position (that ISI support for the Taliban is a rogue operation by isolated ‘elements’), instead implicating the highest levels of Pakistan’s military and intelligence agencies – including Kayani. Yet last August Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, argued that Kayani was committed to purging the ISI to end its support for militant networks. He and other Obama officials persuaded US Congress to commit to an unconditional five-year package of $6 billion in military and economic assistance to Pakistan. As long as Pakistan’s security mandarins believe that NATO is dependent on them to win the war in Afghanistan, they will expand regional strategic influence through exploitation and diversion of aid to militant groups, who continue to operate with impunity.

The contradictory nature of US-UK policy in Afghanistan and Pakistan has created speculation that US regional war aims obscure the wider geopolitical objectives of the ‘War on Terror’. Ola Tunander of the Peace Research Institute Oslo, in a confidential report to the Norwegian Ministry of Foreign Affairs, argued that the US strategy in Afghanistan is to deliberately “support both sides” in order to “calibrate the level of violence.” The broader agenda is to mobilize other governments to support US global policy, thus legitimizing the US-dominated unipolar order. The perpetuation of a state of permanent global warfare is not merely directed against a local insurgent or anti-American ruler, but against “the economic-political multipolar power structure” that would give Europe, China and Japan a significant world standing.

Whatever the case, David Cameron’s pre-flood outburst – albeit an interesting departure from Britain’s past record of ignoring ISI duplicity – achieves little, as does the Obama administration’s growing willingness to talk to the Taliban. Negotiations should not be off the table, but they are not the solution, particularly if diplomacy is seen as a last resort adopted to avoid a prospective military failure in Afghanistan. President Obama should recall that a power-sharing arrangement with the Taliban was also previously explored by the preceding Bush administration in hopes of establishing sufficient stability for a trans-Afghanistan gas pipeline. At that time, the Taliban rejected the proposal – but if it accepted it now, would this not provide militants an unprecedented platform of legitimacy to operate with regional impunity?

NATO should not jettison diplomacy, but far more is needed – namely, serious joint US-UK action to make military and economic aid to Pakistan conditional on the cessation of support to Islamist insurgent networks, undercutting their principal source of financial and logistical support in Pakistan; and a draw-down of NATO forces in Afghanistan to reverse the direct correlation between the troop surge and the escalation of insurgent violence.

Does this mean that humanitarian and development aid to Pakistan should be stopped? Not by any means. On the contrary, it is clear that the lack of sufficient official support to disenfranchised communities has been deeply counterproductive. NATO allies need to focus on the root causes by which militants have been able to recruit from these communities. This requires diverting aid from military to humanitarian, development and infrastructure projects in Afghanistan and Pakistan, particularly by supporting the work of credible independent NGOs in the region. Such efforts must be re-doubled in the wake of the accelerating flood devastation, which could empower militants unless we act now. Such a strategic shift focusing on welfare at the grassroots level would strike a decisive blow against Taliban recruitment efforts without firing a single bullet – signalling to the ISI that the game has truly changed.

Indian ICC Chief Sharad Pawar proves to be a RAW Agent


Mr Pawar has forgotten his days a politician in India when he was have a great liaison with RAW fact it was RAW that created his political party Nationalist Congress Party in 1999, separating him from Congress when RAW was tasked to dent Congress party by the then BJP government Pawar also remained India`s Defence Minister and Chief Minister of Maharashtra state and yet he says he never has any links with RAW.

ICC’s Indian Chief Mr. Sharad Pawar has said that he has no links with Indian Intelligence agency Research and Analysis Wing (RAW) and has denied the report of The Daily Mail. Perhaps Mr. Pawar has forgotten his days as a politician in India when he was have a great liaison with RAW and in fact it was RAW that created his political party Nationalist Congress Party in 1999, separating him from Congress when RAW was tasked to dent Congress party by the then BJP government. Pawar also remained India’s Defence Minister and Chief Minister of Maharashtra state and yet he says he never has any links with RAW. Mr. Pawar has also said that he never was a part of any conspiracy against Pakistani team. On the other side Pawar’s Party spokesman Mr. Prakash Binsale has also questioned the credibility of the journalists of The Daily Mail who prepared that comprehensive investigative report. Perhaps Mr. Binsale also forget the level of the credibility of the journalists of British tabloid News of The World. Well to remind him, The Daily Mail would like to narrate here that the journalists of the News of The World have an history of getting involved into illegal and fraudulent activities, crossing the prescribed limits, to generate sensation and mint money. To quote a few incidents in this regard, this newspaper Royal Editor Clive Goodman was jailed in 2007 for hatching a conspiracy to access messages while Labour Party’s Senior member Lord Prescott is moving court against the paper for tapping of his phone by the newspaper’s reporter on the directives of the current editor of the paper Mr. Andy Coulson. The Daily Mail questions that are these journalists credible or the journalists like Christina Palmer, Cherry Ferguson and Ambreen Nadeem are more credible, having a number of credible, authenticated and award winning investigative reports to their credits? Mr. Binsale should make a review of the history of the journalists of The News of The World and the reporters of The Daily Mail before barking on the wrong tree.
Coming back to Mr. Pawar’s role in the whole episode, Pakistan’s High Commissioner to England Mr. Wajid Shamsul Hassan also agrees with The Daily Mail’s investigations as he says that the ICC’s action against Pakistan players amidst the live police inquiry was something shocking and unbelievable. He says that taking any action against the suspected players before the outcomes of the ongoing probe by Police and ICC’s own anti-corruption unity was clearly and immature and apparently biased.
The Daily Mail’s investigations had also revealed that the RAW plan was basically aimed at jeopardizing the careers of Pakistan’s pace sensation Muhammad Aamir and Muhammad Asif life youngsters but later the plan was expanded to get the whole team banned and the illogical decision of ICC that it took on Thursday proves that one part of the RAW plan has been executed successfully for which RAW had full blessings of ICC Chief.
The Daily Mail argues that if the whole episode is based on truth and facts, why was ICC’s anti-corruption unit sleeping and woke up only after a tabloid published a rather dramatized report. Where were ICC’s anti-corruption unit’s detectives when all the deals were going on smoothly and even the money had been transferred to the engaged parties? We believe it is a million dollar question and no one from the ICC would be able to answer it.

Carla Bruni Is Called A 'Prostitute' Iranian newspaper Kayhan

France has issued a warning to Iran after a state-run newspaper called French first lady Carla Bruni a prostitute for her criticism of the Iranian plan to stone a woman to death. The French Foreign Ministry denounced the insults by Iranian newspaper Kayhan, which also called for Bruni's death, in a statement released Tuesday.
"We are letting the Iranian authorities know that the insults put out by the daily newspaper Kayhan and taken up by Iranian Web sites regarding several French personalities, including Mrs. Carla Bruni-Sarkozy, were unacceptable," the statement said.
The wife of French President Nicolas Sarkozy drew the ire of Kayhan, a staunchly conservative newspaper, after releasing an open letter in support of Sakineh Ashtiani, 43, whom Iranian authorities have sentenced to death by stoning for adultery.
The case has sparked international protests, with leaders across Europe pleading with Tehran to refrain from executing the sentence. Tehran has since claimed she was an accomplice to the death of her husband but her government-appointed lawyer denied this, saying Tehran invented the charges against her. Ashtiani has had to endure a mock execution and frequent psychological abuse during the past weeks in jail, her lawyer and family have claimed.
Bruni with her letter directly appealed for the woman's release.
"Why shed your blood and deprive your children of their mother?" Bruni wrote in the letter published on her Web site. "Because you have lived, because you have loved, because you're a woman, and because you're an Iranian? Everything within me refuses to accept it."
She added, "In the depths of your cell, know that my husband will plead your cause unfailingly and that France will not abandon you."
In response to the public appeal, Kayhan on Saturday wrote it was but a group of prostitutes who are supporting the convicted woman. After Bruni and France had protested, Kayhan Tuesday wrote that the French first lady would only support Ashtiani due to Bruni's "illegitimate relationships with different people before and after marrying" the French president. "Reviewing Carla Bruni's records clearly shows why this immoral woman has supported an Iranian woman who has committed adultery, has contributed to the murdering of her husband and has been sentenced to death, and in fact she herself deserves death."
Tehran on Tuesday condemned the newspaper's language. Foreign Ministry Spokesman Ramin Mehmanparast told reporters that the use of "inappropriate words is not approved by the Islamic Republic," Iranian news agency ILNA reports. He added that newspapers could criticize but should refrain from insulting foreign dignitaries.
However, the damage seems to be done, with French Foreign Minister Bernard Kouchner as a result reportedly having urged the European Union to think about additional sanctions to stop Iran from violating human rights.

ICC has suspended Pak trio

"The ICC has suspended the Pakistani players because the PCB (Pakistan Cricket Board) showed reluctance in acting itself," the team's former chief selector Iqbal Qasim told AFP.
Salman Butt, Mohammad Amir and Mohammad Asif, who have been implicated in the Lord's spot-fixing scandal will  be questioned by Scotland Yard today.

The International Cricket Council has suspended the three players under the provisions of the Anti-Corruption Code. The move came on the same day Pakistan announced that the players had opted to voluntarily withdraw from the forthcoming limited overs series with England.

An ICC press release said that the three players had been charged with "various offences under Article 2 of the ICC Anti-Corruption Code for Players and Player Support Personnel relating to alleged irregular behavior during, and in relation to, the fourth Test between England and Pakistan at Lord's last month".

The trio, said the release, "have been officially notified of the offences they are alleged to have committed and have been provisionally suspended pending a decision on those charges. In accordance with the provisions of the code, this means they are immediately barred from participating in all cricket and related activities until the case has been concluded.

On a day of hectic developments, officials from the ACSU met officials from Scotland Yard in relation to the ongoing investigation. The three players will now be questioned by Scotland Yard today. A local legal firm has been appointed to defend the players, with the PCB's legal advisor, Taffazul Rizvi, also in London assisting the case.

There is a suggestion from the Pakistan camp that the PCB wasn't informed of the decision to suspend the players and that, with the Scotland Yard investigation still live, "it was a bit inappropriate to announce this now," one official close to the proceedings told Cricinfo. "No evidence has been shared with us so far." 

The three Pakistan cricketers embroiled in an alleged betting scam are being interviewed by Scotland Yard detectives. Test captain Salman Butt and fast bowlers Mohammad Asif and Mohammad Amir are understood to be answering questions at a police station in north London.

Lahore blasts: RAW trying to ignite sectarian violence in Pakistan

 Once again anti-Pakistan elements are trying to ignite sectarian violence in Pakistan. The two incidents of similar nature one in Karachi and these blasts in Lahore on the same day are clear indication of this planned conspiracy against Pakistan.

Who made Lahore, a city of ‘Zinda Dillan’ bleed on Wednesday is not a secret any more. It is RAW’s doing can be said without any element of contradiction. This Indian intelligence outfit has been responsible for harbouring terrorist elements in Pakistan and had sponsored various suicide bombings and attacks on religious places including mosques and imambargahs.
Pakistani intelligence agencies have been sending advance information to civil law-enforcing departments that RAW is sponsoring attacks in Karachi, Lahore, Islamabad, Rawalpindi, Peshawar and other places. However, law enforcers have miserably failed to launch a pre-emptive strike or get hold of those involved is such acts to establish Indian connection.
It was earlier reported on the front page of The Daily Mail that RAW would target Karbala Gamay Shah, mausoleum of Baba Farid Ganj Shakar in Pakpattan and Shah Rukan-e-Alam in Multan. Yet the federal and provincial authorities did not pay any heed to it. Thus, RAW got a free hand to unleash a reign of terror in the Punjab metropolis. One may ask why RAW would carry out such terrorist operations in Pakistan? The answer is simple. The sole purpose is to keep its Pakistani counterpart ISI busy in domestic strife so that it is unable to offer resistance to Indian designs in South Asia in general and Pakistan in particular. And of course RAW’s prime objective always remained to keep Pakistan engulfed with sectarian and ethenic clashes to destablise this country
The history of Indian-sponsored cross-border terrorism in Pakistani towns especially in Karachi, Lahore, Faisalabad and Rawalpindi and federal capital spans over many decades. Be it the bombing spate of 1980s and 1990s or recent incidents of terrorism, RAW’s hand has always been behind these acts. The arrests of saboteurs, both Indians and their local agents and their subsequent confessions show that India is playing a double game by engaging Pakistan in peace talks on one hand and carrying out acts of saboteur on the other.
It was to the credit of the National Assembly that it debated the insurgency in Balochistan and spate of suicide bombings in various parts of the country. During the debate, Interior Minister Rehman Malik demonstrated documentary proofs of Indian intelligence agency RAW being responsible for these terrorist acts. Yet, our leadership could not pick up the guts to publicly accuse India of trying to destabilize Pakistan.
Wednesday’s tragedy claiming a massive human tool and injuring well over 250 persons hopefully would open eyes of our political leadership enabling it to build up strong case at all available international forums. At the same time, all intelligence outfits, military and civil, should focus to pick up the lead launch stringent actions against their Pakistani contacts.
Although, Lahore carried a sad look on Thursday with complete shutter down and protest rallies coming out from different localities, its residents have demonstrated a patience resulting in no untoward incident reported from anywhere. On Wednesday, the aftermath of the suicide bombings, could only be termed as spontaneous reaction by the angry mob.
One most painful aspect of the carnage at Karbala Gamay Shah is that none from the top leadership of PML-N or coalition partner PPP visited the locality to express sympathies to those who lost family members. What could be the cause of this callous attitude remains to be anybody’s guess.

Palestine-Israeli Negotiation Doomed to Failure?



One of the reasons for failure of talks is the biased role having been pçayed over time by Washington as a one-sided ally of the Israel.

Israel has been able to increase the lands under its occupation even during peace negotiations with Palestinian factions 

Iranian President Mahmoud Ahmadinejad said the upcoming talks between Palestinian authority’s Mahmoud Abbass and Israelis is doomed to failure due inherent instability of the regime in Tel Aviv.
Speaking to Arabic news channel Al-Alam Ahmadinejad said such symbolic talk show now being promoted by US President Barack Obama is nothing new and there have been plenty of futile negotiations in the past, which did not provide any solution. 
He said to sit and hold talks that would perhaps lead to signing a piece of paper is not the solution to Palestinian issue as there have been dozens of similar negotiations held over the past 30 years without any concrete outcome to this problem. 
Consecutive US government administrations have in the past tried to hold negotiations with various factions of Palestinians mostly playing one faction against another without reaching a peaceful resolution to Palestinian crises.
Ahmadinejad said one of the reasons for failure of talks is the biased role having been played over time by Washington as a one-sided ally of Israelis. Obama administration at least publicly positions itself as a just arbitrator but in reality only supports the Israeli side at any time during negotiations with Palestinian factions. 
Palestinians in both the Gaza Strip and the West Bank have staged a sit-in to protest the resumption of direct talks between the Palestinian self-rule Authority and the Zionist regime.

According to Press TV, the Palestinians in Ramallah and Gaza have been staging protests against the decision, arguing that the United States has never been a true mediator for peace, while also seriously questioning Israel's commitment to peace.
Jameel al-Majdalawi, a leader of the Popular Front for the Liberation of Palestine said, "What is happening is total submission to US pressure. This is not what was agreed upon by Palestinians and their leaders".
Walid al-Walad from the Palestinian People's Party demanded an immediate stop to direct negotiations.
On August 20, the Palestine self-rule Authority agreed to US calls to sit at the negotiating table with the Zionist regime at the summit on September 2 in Washington, despite strong opposition from several Palestinian factions.

Invader Indian army killed 72 Kashmiris in August

Indian troops, in their continued acts of state terrorism, martyred 72 innocent Kashmiris including 31 teenagers and 4 women during the last month of August. Out of those martyred, three were killed in custody. The killings rendered three women widowed and nine children orphaned.

The Indian forces disgraced 20 women and tortured 1,505 persons, injuring most of them critically, by using teargas shells and bullets on peaceful demonstrators. In a fresh incident, a Junior Commissioned Officer of Indian army was killed and three others were injured in an attack by mujahideen at Atwatoo in Bandipore district while a Special Police Officer was shot dead at Kursa in Kishtwar.
The media in Srinagar, reported, today, that the Indian intelligence agencies had approached the former members of an Indian army-sponsored killer group, Ikhwan asking them to restart terrorist actions against Kashmiri youth. The initiative is to counter the spate of ongoing protests. Ikhwan has been responsible for the killing of hundreds of mujahideen in the mid nineties.

APHC leader, Yasmin Raja in a statement in Jammu, expressed concern over the deteriorating health of the illegally detained leader, Shabbir Ahmad Shah. Earlier, she met Shabbir Ahmad Shah and Firdous Ahmad Shah in Kot Bhalwal jail Jammu.

The members of an Indian civil society delegation staged a sit-in at Municipal Park in Srinagar against the human rights violations by Indian troops in the valley. They said that the troops were killing the innocent people for demanding their inalienable right to self-determination. The delegation was led by noted social activist, Swami Agnivesh.

The Executive Director of Kashmir Centre London, Professor Nazir Ahmad Shawl has denounced the attack of Indian forces on journalists in Occupied State of Jammu & Kashmir, adding that freedom of expression is deliberately being strangulated.

Professor Nazir Ahmad Shawl in a statement issued in London said that the journalists were prevented from performing their professional responsibilities, which was unjust and condemnable. He also referred to the editor of a news agency, Sheikh Muhammad Imran who was severely tortured by Indian forces without any justification and described it the worst kind of human rights violations by Indian forces in the Occupied State of Jammu & Kashmir.

The Executive Director also condemned the occupation authorities for harassing photojournalists who were performing their professional duties at Maisums Chowk in Srinagar. He appealed to all the international journalists unions to raise voice against disregard of the freedom of expression by the Indian government and the authorities in the territory.

Professor Nazir Ahmad Shawl said that the repressive measures couldn’t stop the people of Jammu and Kashmir from their just struggle for securing right of self-determination. “Kashmiris will continue their struggle till they are given an opportunity to decide their political future through a referendum supervised by the United Nations,” he maintained.

A delegation of Indian civil society, led by social activist, Swami Agnivesh, while expressing concern over the deteriorating situation in Kashmir, has said that Indian forces are killing innocent people in Jammu and Kashmir for demanding their inalienable right of self-determination.

The members of the delegation staged a sit-in at Municipal Park against the human rights violations by the occupation authorities in Jammu & Kashmir.

Social activist, Swami Agnivesh, while talking to newsmen on the occasion said, “I regret that Indian politicians are reacting to the Kashmir dispute from their offices in New Delhi. At a time when human rights violations in valley are on rise and 65 innocent people have lost their lives, the Indian government is not reaching out to the victimised Kashmiri society.”

Criticising the conduct of Indian forces, he said, “We have seen police and CRPF deployment all across the valley and one can understand who the killer is. It is absolute violation of human rights, which in no way is justifiable.”
“We condemn such acts and feel the pain of every Kashmiri. People have every right to protest but it is unfortunate that they are being killed by the forces and the authorities seem to have lost their control over their police and CRPF,” he added.

“We will carry a message from here and make every Indian to listen to it. The Prime Minister and Home Minister of India should have addressed the grievances after the killing spree. I appeal the mass leaders to join hands against the atrocities inflicted on innocent Kashmiris,” Agnivesh said.

At the sit-in, the delegation members were holding placards inscribed with slogans like “Release all political prisoners”, “repeal draconian laws”, “initiate independent inquiry into recent killings” and “stop use of firing on protesters.”

Senior Vice President of Jammu and Kashmir Liberation Front-R, Javed Ahmad Mir has said that the occupation authorities are using brute force to crush the ongoing liberation movement.

Javed Ahmad Mir, addressing a massive demonstration at Budshah Chowk against the unprovoked firing on youth at Maisuma, said that the authorities couldn’t crush the resolve of Kashmiris and the movement will be taken to its logical conclusion despite all odds.

He said that New Delhi had given unbridled powers to armed forces to suppress the sentiments of Kashmiris. “This is a sheer barbaric act that bullets are being fired on unarmed people without any provocation,” he added.

The JKLF-R leader appealed to the international human rights organisations to take cognisance of the unabated killings in the occupied territory by Indian forces.

The Chairman of All Parties Hurriyet Conference, Mirwaiz (M) Umar Farooq has said that the current uprising in Jammu & Kashmir should be an eye-opener for the Indian government.

Mirwaiz Umar Farooq in a media interview said that people sacrifices had proved it beyond doubt that the uprising was not motivated but a spontaneous expression of peoples’ anger against India. He warned New Delhi that it should bear in mind that it could no longer hoodwink the people of the occupied territory.
He said that the people of Jammu and Kashmir had rendered matchless and unprecedented sacrifices for Kashmir liberation and it was responsibility of all the leaders and people to take the movement to its logical conclusion.

Rubbishing the autonomy and self-rule proposals, the APHC Chairman also stressed the need for fixing short and long-term goals for the current movement. “People of Kashmir have amply evidenced that they don’t mind sacrificing even their blood in fighting for their rights,” Mirwaiz said.

He said that the ongoing uprising had, besides India, also brought down a lot of pressure on the international community for resolution of the Kashmir dispute. “Those people who had wrongly concluded that everything was fine in Kashmir after the elections must have seen that even those people who participated in elections too are now agitating on the roads,” Mirwaiz added.

The APHC Chairman said that participation of people in elections or their seeking of jobs had something to do with their day-to-day problems of survival but linking it with the larger questions pertaining to their political future was wrong and India media and intelligentsia must bear it in mind.

Talking about the “Quit Kashmir Movement" by the APHC (G) Chairman, Syed Ali Gilani, against massive human rights violations in the occupied territory, Mirwaiz Umar Farooq said that they supported the agitation.

Pakistani Patriot generals and corrupt politicians

Hardly had the Pakistanis finished ruing the day when they stood silent to the invitations to the military (by politicians) to jump into the political foray when the statement of Altaf Hussain appeared. Blatantly, Altaf invited the military to impose a kind of ‘sub-martial law’ (with the consent of the Supreme Court) to chuck out politicians. In his statement, Altaf called the military generals ‘patriot’ and politicians ‘corrupt’. His statement was essentially anti-PPP in nature.
Instead of attenuating the statement afterwards, Altaf stuck to his grounds. The members of the MQM followed the lead and started appearing on various TV channels to defend the wisdom – which is still obscure to many – hidden in Altaf’s statement.
After the general elections in 2008, it was expected that all the political parties would work for strengthening democracy and its related institutions but that expectation was frustrated when Altaf uttered the controversial statement and thereby belied his own democratic credentials.
It seems that Altaf has overreached himself. Altaf must be aware of the fact that the MQM is an ethnic party which has yet to adopt the demeanour of a national political party. Quintessentially, the MQM is a party of a provincial stature carrying an obvious ethnic tinge and projecting the rights of the Urdu speaking people residing in urban Sindh and that the party is enjoying monopoly at the national level because of its urban concentrated voters: had its voters been dispersed in the rural areas of Sindh, the MQM would have been diluted to get ineffective.
Nevertheless, the undemocratic flair in the statement of Altaf is not unexpected because the MQM worked in collaboration with – and under the auspices of – the former military General Pervez Musharraf. Perhaps, for Altaf, the changeover to representative democracy was not fruitful. The PPP might be a tough giver-and-taker than that of the Musharraf’s junta. Further, Altaf might be feeling more comfortable in working with the military generals than the civilian democratic leaders.
Sometimes, it seems that the spirit of Pir Pagara – to be a blue-eyed boy of the military establishment – takes possession of a few politicians. Some call the phenomenon as Sheikh Rashidism. The poor Rashid kept on relying on the goodwill of the corps commander of Rawalpindi than his own political knack and, consequently, spoiled his political future. In the general elections of 2008, Rashid was not rescued by any quarters. To extend the argument further, along with his own, Rashid also botched up the political career of his nephew whom he was promoting as the next of kin.
Many still wonder the political acumen of Imran Khan who agrees to a few portions of Altaf’s statement. Imran seems obsessed with the midterm elections – to secure a place for his party. The people around are still unsure if he could secure more than one seat in any forthcoming general elections. In a way, absence of or delay in holding local bodies polls is hiding the political worth of several parties that otherwise declare themselves parties of national stature. It is not only the political manifesto that works wonder during the elections but it is also the political insight that helps a party secure a bargaining position. Imran’s case seems weak at the latter point. Imran must consult Altaf how he manages such affairs.
Imran should be regretting the day he did not join Nawaz Sharif to take part in the elections in 2008. Now, Imran has to wait for the completion of term of the government: no midterm elections. The politicians who are declared corrupt now were, unfortunately and surprisingly, also corrupt in 2008. What is a new revelation about them dawned on Altaf? The fake degree cases can actuate by-polls and condemnation (or perhaps punishment) of the fake degree holders. That is it; nothing more than that: not midterm elections at least.
It was not the love for country but the time which was ripe to exploit something to bargain more in urban Karachi. The history of the MQM is replete with the practice of blackmailing the central government by hurling one threat or another on it. The ANP is already under stress in Karachi for losing its leaders and workers at the hands of ‘unknown’ assailants when the opponent is the MQM.
In a way, the statement of Altaf is an extension of his early utterance: ‘Oey Jagirdara’! But Altaf missed the point that not every statement fetches popularity: some backfire instead. By calling generals to take over and introduce a sub-martial law (with all its connotations), Altaf violated the Constitution (Article 6) and the 18th Amendment supported by the MQM. It is still wonder of this age, why do politicians resort to such gimmickry?
One can argue that Altaf alighted on an opportunity to raise his political stature by snubbing the waderas (landlords) of Sindh on their (alleged) clandestine acts of breaching the defence of the river Indus to save their areas but putting the lives and property of the masses (haris) in danger. If such were the intentions, the statement of Altaf might earn some votes for the MQM in the future. Nevertheless, Altaf could have given a better solution to brave the ravages of the flood and could have donated a substantial sum to the flood-hit people of rural Sindh. By so doing, he could have sought more popularity and attention than by resurrection of a Pir Pagara in him. The least is to say that Sh Rashid may also resort to at least one such statement in the future, as for some people the idea of Altaf is contagious – even if not subversive.
Generally speaking, the statement of Altaf indicates presence of an undemocratic trend in politics. Further, the statement holds potential to sap energy from the democratic vigour of the people. Democracy has already been blighted by such blunders – both statements and the consequent acts. Preserve democracy at all costs!

Flood devastation has affected approximately 20 million Pakistanis, destroyed infrastructure and left the frontline American ally in the war against al-Qaeda in a vulnerable state. At the same time, the Taliban-led insurgency is spreading to northern Afghanistan, with the potential to create trouble in the nearby Central Asian republics.
As a result, Washington is moving towards a new plan that involves regional players. Primarily, this centres on Russia, in cooperation with the United States, coming up with a regional security plan to look after Central Asia and northern Afghanistan.
In tandem, it is envisaged that the military in Pakistan will be given clear empowerment so that it can play an effective role in countering the anticipated chaos as the flood waters finally start to recede.
The floods have changed the dynamics of the American war in Afghanistan. The devastated areas include restive Khyber Pakhtunkhwa province, southern Punjab, Sindh province and parts of Balochistan.
In dealing with the massive humanitarian crisis, the military has had to shelve all operations against militant and al-Qaeda bases in the tribal areas on the border with Afghanistan, as well as in southern Punjab.
The flood has destroyed huge swathes of crops and dragged Pakistan into a serious quagmire, yet the international community, which provided US$6 billion after an earthquake in 2005, has only come up with $80 million in cash and about $60 million in kind for the rehabilitation of over 20 million people, according to the Economic Affairs Division. (Three million people were affected by the earthquake.
It will take many months for people to rebuild their shattered lives, let alone their homes, and the last thing on their minds will be supporting the American war. On the other hand, the deluge has created ideal conditions for the Taliban to mount a major recruitment drive.
According to the United Nations High Commissioner for Refugees (UNHCR), Pakistan, with 1.7 million Afghan refugees, has one of the world's largest refugee populations. More than 1.5 million of these people live in flood-affected provinces and they have suffered badly. In Khyber Pakhtunkhwa province alone more than 12,000 dwellings in refugee villages have been swept away, leaving almost 70,000 people homeless.
"There is no way for the Afghan refugees other than to go back to their native regions in Afghanistan because in the present plight Pakistan has prioritised its citizens." A United Nations official told Asia Times Online on condition of anonymity. "It is planned that land that was being used for refugee camps will be used to shelter homeless Pakistanis."
Most of the refugees in Khyber Pakhtunkhwa hail from the eastern Afghan provinces of Ghazni, Logar, Laghman and Nagarhar. In many of these districts the Taliban run their own administrations - and even their own revenue systems.
The UNHCR has confided that thousands of refugees have returned home, but admits it has not been able to track their movements. It can be expected that many of these impoverished returnees will be enticed to join the Taliban.
In recent months, the insurgency has picked up pace in the eastern border provinces of Nagarhar, Kunar and Khost, where casualties among American troops and their allies in the Afghan National Army have soared to new heights.
In the past five days alone, 25 Americans have died. The number of US soldiers killed in 2010 is the highest annual toll since the conflict began almost nine years ago. A total of 323 US soldiers have been killed this year, compared to 317 for all of 2009.
Troubled tribal areas
Khyber Pakhtunkhwa's infrastructure has all but collapsed and the civilian administration is non-existent; the crisis is being dealt with by the military.
Militants are taking full advantage of the situation and gradually returning after leaving the area following military operations over the past years. In the absence of bridges and roads, it is not possible for the military to chase them - even if they had the time.
In the past few days, militants have carried out targeted attacks against their rivals in tribal council meetings and individually. According to Mian Iftikhar Hussain, the minister of information of Khyber Pakhtunkhwa, all of the top leaders of the Awami National Party (ANP) that governs the province have received death threats and security has been beefed up around them.
In Karachi, from where North Atlantic Treaty Organisation (NATO) supplies go to Afghanistan, all kinds of political, ethnic and sectarian clashes continue and on a daily basis at least five to 10 people are killed.
At this juncture, the Taliban are looking to apply a forward strategy in northern Afghanistan and in Central Asia to stir up rebellions. The Islamic Movement of Uzbekistan is once again active in the Farghana Valley and is believed to be the main engine in many of the recent incidents of violence in different Central Asian states.
A Russian alliance
"The Americans don't have a policy for immediate withdrawal. Even if they withdraw in the future, they will keep their troops in northern Afghanistan," Professor Walter Russell Mead, a prominent American academic, told Asia Times Online while on a recent visit to Pakistan.
"There is cooperation between Russia and the US on Afghanistan and it will grow," says Mead, senior fellow for US foreign policy at the Council on Foreign Relations and the James Clarke Chace Professor of Foreign Affairs and Humanities at Bard College.
"In future we [the US] will deal with all terror threats in the region with collective efforts. Russia is in big trouble these days. Its economy is in shambles. The Muslim population is outnumbering the Slavic population. As a result, the liberation movement in the Northern Caucuses is strengthening. The US aims to provide all sorts of support to Russia and in return the Russians are supporting American interests in Afghanistan," Mead said.
However, this cooperation is not sufficient to break the siege in and around Afghanistan - the most important deal is to be signed in Pakistan with the army.
The US's strategy has been to limit the power of the military in Pakistan; this led to the civilian government of President Asif Ali Zardari following years of military rule under General Pervez Musharraf, who stepped down in 2008.
The floods, however, have washed away this facade. At the height of the disaster, Zardari was traveling around Europe, and the military stepped in, particularly in Khyber Pakhtunkhwa where the ANP seemed helpless.
In Sindh, ministers and lawmakers of the powerful ruling Pakistan People's Party (PPP) are said to have diverted flood water to save their farms, while inundating others. Former prime minister Zafarullah Khan Jamali and other Baloch leaders claimed that Sindh leaders of the PPP flooded their towns and villages.
The Pakistani media showed footage of how influential people saved their properties and farms at the expense of theirs - the flood has exposed the divide between the elite and the downtrodden.
Faced with the tarnished image of politicians and a potential sharp rise in militancy, Washington realises the military is the only institution capable of confronting future threats. This does not mean the imposition of martial law or a coup. Rather, the military will be encouraged to make use of article 190 of the constitution under which the judiciary can urge the military to intervene in crises on a case-by-case basis.

Pakistan Navy new strength Oliver Hazard Perry Frigate

The commissioning of PNS ALAMGIR will go a long way in enhancing Pakistan capability to provide maritime security in the Arabian Sea,Gulf of Aden as well as in the Horn of Africa/Gulf of Aden Area. Ambassador to the United States Husain Haqqani


Pakistan Navy is in the process of acquiring Oliver Hazard Perry Class Ships from USA, a press release said on Tuesday. )


First of these ships (USS McINERNEY (FFG-8) will be handed over to Pakistan Navy on 31 August 2010 at Naval Station Mayport USA.

The ship will be named PNS ALAMGIR (F-260). This will be third ship in Pakistan Navy to bear this name. Ambassador of Pakistan to USA H.E Husain Haqqani will be chief guest on the occasion, says a press release received here today from Washington DC.

Oliver Hazard Perry Class Frigates are being operated by many navies in the world to undertake a number of maritime operations at sea.

These ships are most suited for conducting Maritime Security Operations, which have become the prime concern of the nations. PNS ALAMGIR will augment Maritime Security Operations in the Arabian and the adjoining seas.
It will also provide strength to the Pakistan Navy Surface Fleet.
Crew of the ship has already arrived in USA and is being trained at Naval Station Mayport. Captain Naveed Ashraf T.Bt TI(M) will be the first Commanding Officer of PNS ALAMGIR (F-260).
PNS ALAMGIR after necessary maintenance work and training will set sail for Pakistan in January 2011. The ship is a potent addition in Pakistan Navy Surface Fleet and with its onboard weapons and sensors will be able to effectively contribute in the maritime defence of Pakistan .


The commissioning ceremony was attended by Chief of Staff, Vice Admiral Muhammad Asif Sandila HI(M), dignitaries, high officials including Congressman Cranshew and Commander Fourth Fleet Rear Admiral Guillory.

Captain Naveed Ashraf TI(M), T Bt PN assumed Command of PNS ALAMGIR as the commissioning Commanding Officer. The ship carries a crew of 245 including 17 Officers.

The Daily Mail’s investigations indicate that the bookie Mazhar Majeed is a RAW front man and holds a key position in RAW’s illicit fund generation programme that includes running Mafia wings, running brothel houses, prostitution syndicates gambling dens, and betting on matches of Cricket, soccer and even tennis. He was merely a ticket blacker at movie theatres in Mumbai till a few years back when was hand picked by RAW like they did it in Chhota Rajan Case and was put under the command of RAW’s Special Operations Division SOD, headed by Chhota Rajan where he was trained for sports betting.


The Daily Mail’s findings further indicate that Majeed was introduced to different bookies at Mumbai, Delhi, Johannesburg, Cape Town and Dubai by RAW official. These findings reveal that in 2007, RAW arranged Majeed’s meeting with Indian Cricket star Sachin Tendulkar, Harbajjan Singh and Rahul Dravid so that so that they can further introduce Majeed to different players of Cricket teams of different countries, specially Pakistan and world cricketers like Shane Watson do confirm the same. These finding further indicate that in September 2009, an Indian businessman Vijay Aaloowalia, based in Cape Town, South Africa hosted a dinner for Pakistani and Indian cricketers on the sidelines of Champions Trophy. Bookie Majeed was also invited to that dinner where some Pakistani players were introduced to him for the first time. Though the trick didn’t work and Pakistan team defeated India easily in that tournament but Majeed remained sniffing Pak players then onwards.
The Daily Mail’s investigations indicate that RAW’s under cover officials at Indian High Commission at London along with Indian London-based Indian diplomats held meetings with some British journalists after which they finally succeed in getting nod from one particular journalist to organize a fake sting operation with connivance of Majeed, who was already operating under the instruction of his agency officials. The reporter also convinced his newspaper that his sting operation was going to be a genuine one. In the meanwhile the Indian High Commission managed to put it in the ears of the officials of the British police that Pakistani players would get indulged into illegal activities while the ICC Chief was already taken on board by Indian High Commission and RAW officials.
These investigations further reveal that the quick bail of Mazhar Majeed was also sponsored by Indian High Commission and RAW as Indian diplomats at London were seen extraordinarily active after the arrest of Majeed. The Daily Mail’s investigations further reveal that some undercover RAW had approach a Lahore-based a female showbiz artists at Dubai last year. She was told that she should be given leading role in an upcoming multi-star Bollywood thriller. Later she was asked to fix a Pakistani fast bowler as he had promised to work in an advertisement of the company of same film maker and later refused while he was already paid. The Daily Mail’s investigations conclude that the basic aim of RAW was to play havoc with the careers of Aamir like young lot of Pak cricketers but when Sharad Pawar was taken on board, he expanded the plan to get the entry of the Pakistan team banned in international cricket for three to five years.
Meanwhile, Federal Interior Minister Rehman Malik has said that there might be a conspiracy behind the match-fixing scam adding that initial report has been sought from the Scotland Yard. “We will believe only when we have concrete evidence with us,” Malik told media after attending a high level meeting at the National Crisis Management Cell and meeting with Sports Minister Ijaz Jhakrani.
Malik said a preliminary report on the matter had been sought and that the Pakistan government had written to Scotland Yard through Interpol to get more facts. Rehman Malik said that stern action would be taken if any cricketer is found guilty in the match fixing allegations.
He said that investigations have commenced regarding the involvement of cricketers in a match fixing allegation made by British media; an investigative team of the Federal Investigation Agency (FIA) would visit the United Kingdom to probe the matter after the report of the Scotland Yard. The probe team would search whether or not the match was fixed, or team players were fixed for spot. If any of the players are involved, we will make an example of it and strict action will be taken,” he added.
He said it has been decided to form a 3 member investigative committee consisting of FIA officers and an officer of Ministry of Sports. The ream would consist of Director FIA Admin Headquarter Inam Ghani and Assistant Director FIA Karachi Agha Ishrat while the third member would be nominated by the Sports Minister.
Rehman Malik said that this team would leave for UK after permission from UK. He said that however if the Scotland Yard and Interpol does not provide us the initial report than this team would proceed to UK with or without permission. Meanwhile, Sports Minister Mir Aijaz Hussain Jakhrani said that no charges had been framed against the team so far and until they are charged with something they would continue to play.
Jakhrani stated that alternate team of Pakistan wouldn’t be send to UK for One-day series. He said we would not bring back any player until charges against them are proven. He said that he would meet with Prime Minister Yousaf Raza Gilani after which he would be in the position to say whether PCB chairman should be removed or not
Earlier in the day, PCB Chairman Ijaz Butt said, “There is a case going on over here with Scotland Yard. This is only an allegation. There is still no charge or proof on the account. So at this stage, no action will be taken.”
The ICC’s anti-corruption unit has been asked to submit a report on its investigations within the next three days.

Pakistan’s sticky wicket

Not again! As if there were already not enough troubles in the country, what with the floods and savage lynching of two brothers in Sialkot, we get the cricket too. An investigation by The News of the World paper alleges that it paid £150,000 to a middle man, Mazhar Majeed, for arranging to ‘fix’ a game. Majeed also reportedly boasted that he has ten players on his books, saying that match fixing had been going with this group for two and half years. Majeed was subsequently arrested and then bailed by the police, with several Pakistani players also being questioned. Searches were done in the rooms of some of the players who were also interviewed, resulting in the confiscation of cash and cell phones.
Needless to say the news has been met with widespread disbelief and condemnation both from Pakistanis home and abroad as well as the international community. Even though nobody has been charged with a crime and the allegations remain just that, everyone is feeling a sense of déjà vu. Allegations of bribery, corruption and match fixing have dogged the national side for years. Numerous figures in the world of cricket called for life bans to be handed down to individuals in the latest scandal who are found guilty, yet what will this achieve? Previous suspensions, investigations and bans have failed to purge sleaze and dishonesty from Pakistan’s game.
It is all well and good to pontificate about how dishonest players have tarnished the image of the country and thus call for harsh penalties, but surely we should have realised by now the problem is deeper than a few bad apples in a national sports team. Corruption is endemic in Pakistan as a nation, why should the cricketers be singled out for particular blame? Majeed, the alleged middle-man in this whole affair, said something rather interesting,
“These poor boys need to [do this]. They’re paid peanuts.”
Now before some amongst us call for the alleged culprits to be hung should not the wider circumstances be considered? Whilst not making what they allegedly did correct, desperate times can make people do desperate things. With poverty increasing its depressing grip on society, can we really expect that no one will succumb to conducting affairs in a dishonourable manner?
With a shot at the big time in the world of cricket and a limited playing career as a given, some players are bound to fall prey to the machinations of the gambling mafia. Even the wealth of those who are from a privileged background are not immune to the effects of wider society. Rameez Raja, the former captain, lamented the situation by saying,
“This is a product of a society that lacks leadership and a reflection of how Pakistani society is thinking in that if you want to get to the top you sidetrack the system. It is the mindset of making a quick buck rather than working for the long haul.”
How true. But how can it not be so when Pakistan itself is systematically geared towards rewarding criminals and corruption and those looking for a quick buck? In what world are we living when we expect the cricket team to be immune from the very sleaze that is rewarded not only by general society but by the political system of Pakistan?
When you have the whole sale legitimisation of criminals by laws such the NRO, presidential immunity and others why should the common man respect the law when the very custodians of justice are busy getting away with the worst of crimes? Our secular political system is one that rewards the worst dregs of society, so why should it not bring out the worst even in good people?
The Prophet Muhammad (saw) said in a part of a hadith, regarding pardoning a noble woman who stole, narrated in Sahih Muslim,
“…O people, those who have gone before you were destroyed, because if any one of high rank committed theft amongst them, they spared him; and if anyone of low rank committed theft, they inflicted the prescribed punishment upon him. By Allah, if Fatima, daughter of Muhammad, were to steal, I would have her hand cut off.”
Indeed this is what is happening in Pakistan. The absence of justice is not an aberration of the system of Pakistan, but rather a confirmation of it. The secular system in Pakistan, by allowing man to legislate whatever laws he likes, through mechanisms like presidential decrees and parliamentary majority has legitimised crime and made our rulers literally a law unto themselves. Secularism has allowed corrupt politicians to legitimise their own actions at the expense of justice.
This is why there are so many cases of corruption and injustice in Pakistan, the cricket team included, because people believe if they too do not cheat they will lose out. This is why no one pays attention to Prime Minister Gillani when he says of the cricket scandal, “It has caused us to bow our heads in shame.”
It is the pathetic response of the Pakistani state to the floods which makes us bow our heads in shame, along with the cynical attempt to deflect a nation’s anger away from the rulers on the serious issue of rescuing millions from disaster on to young men playing a game.
The only solution to this problem is to install a system that is not susceptible to manipulation by the whims of people, dictators or democrats, and that is the Islamic system as embodied by the Khilafah. Shariah law would ensure that criminals, of whatever status in society, are brought to justice by applying divinely prescribed punishments that cannot be altered by rulers or ‘elected’ representatives to suit their personal and political needs.
Once individuals see that even the powerful are subject to the same punishments as they are and the justice being delivered is based upon the guidance of Allah (swt), corruption will inevitably recede in society.
