Propaganda against Gilgit-Baltistan

It is a challenging time for the scholars, academia and even intelligentsia to expose the real face of such forces, who desire to push Pakistan to the dark ages. Besides, the electronic and print media of Pakistan should also expose to the nation, the ill designs of such elements and their global supporters, who provide them the platform, finances and facilities to launch propaganda against the national integrity of Pakistan.

Anti-Pakistan forces including India and its foreign collaborators have made a sinister move and launched propaganda campaign to poison the minds of people of Gilgit-Baltistan by distorting history. Gilgit-Baltistan (BG) is integral part of Pakistan, and the people are as patriotic and brave as people of other regions of Pakistan. They had fought against Indian forces and were able to get the area freed from Indian Army in 1948.

Of course, differences between various sects exist in Pakistan, and terrorists have killed people belonging to different sects. But India is trying to stir anti-Pakistan sentiments in the GB. In this context, Imtiaz Hussain, president of GB National Congress and Senge H. Sering President of Washington-based Institute of GB Studies are trying to create ill-will amongst the people of the GB and people of other provinces. They also advocate resumption of traffic and trade across LoC (from GB to Ladakh), while opposing building of dams, expressways, railways and gas pipelines by Government of Pakistan.

But they ignore the fact that apart from Kashmir being a disputed territory, India is busy building dams on all rivers flowing into Pakistan from occupied Kashmir in violation of Indus Water Treaty to regain control of water of western rivers. This is being done under well thought-out strategy to render Pakistan’s link-canal system redundant, destroy agriculture of Pakistan, which is its mainstay, and turn Pakistan into a desert.

India has planned to construct 62 dams/hydro-electric units on Rivers Chenab and Jhelum; thus enabling it to render these rivers dry by 2014. Using its clout in Afghanistan, India succeeded in convincing Karzai regime to build a dam on River Kabul and set up Kama Hydroelectric Project using 0.5MAF of Pakistan water. It offered technical assistance for the proposed project, which would have serious repercussions on the water flow in River Indus. Since the US has decided to withdraw its forces from Afghanistan, and has belatedly realized that without the cooperation from Pakistan, it is not possible to ensure and sustain peace in Afghanistan.

India now feels that it has no role after American and NATO forces withdraw from Afghanistan; hence India has increased its efforts to destabilize Pakistan through its collaborators. Sering is spreading disinformation, and is trying to create confusion about status of GB in the eyes of the GB people and the world at large.

There is a perception that he has been assigned the task of creating sense of separatism and stirring feelings of dissent among the GB people. He is currently based in New Delhi and is a visiting faculty for Indian Institute of Defense and Strategic Analysis (IDSA). Sering with help of Indian diplomatic cadre has managed to participate in UNHCR sessions, only to highlight (alleged) HR violations in GB. The Institute for GB Studies professes cultural, economic and environmental rights of people of GB, but actually conducts venomous propaganda against Pakistan, and is involved in creating hatred between different sects and the people belonging to different ethnicities.

But people of GB would not buy into Indian propaganda and distorted logic of anti-Pakistan, and are resolved to frustrate the pernicious designs of anti-Pakistan forces because they are as patriotic as people from other parts of Pakistan.

In November 2012, Institute for Gilgit-Baltistan Studies in its testimony before the Tom Lantos Human Rights Commission of the US Congress, called for demilitarization of Gilgit-Baltistan, what it said, with a view to promoting genuine autonomy and democracy, for re-instatement of state subject rule and people to people contact between Ladakh and Gilgit-Baltistan. “The US must persuade both India and Pakistan to open channels of economic and cultural activity between Ladakh and Gilgit-Baltistan and enable the UN to increase its role in Gilgit-Baltistan to protect the rights of natives,” said Senge Sering during a hearing by Tom Lantos Human Rights Commission on Indigenous People of Asia.
In November 2012, the UK based think tank The Henry Jackson Society, in collaboration with the Washington based Institute for Gilgit Baltistan Studies, held an event titled “Gilgit-Baltistan: South-Central Asia’s Socio-Economic Integration and Regional Politics” at the House of Lords. One wonders as to why Britain allows its think tanks to involve in anti-Pakistan activities. Lord Sir Clive Soley of Hammersmith had reportedly facilitated the discussion and the panel consisted of Mumtaz Khan, Executive Director of International Center for Peace and Democracy, and Senge H. Sering, President of the Institute for Gilgit Baltistan Studies. The speakers observed that revival of travel across the Line of Control between Gilgit-Baltistan and Ladakh would help reunite more than ten thousand divided family members after more than six decades. 

At the same time, they reckoned that it will help revive the Himalayan culture to counter rapidly growing extremism and transform the economy of the poverty-stricken disputed region by interlinking the GB with Central Asia and Ladakh, Nepal and Tibet.

Addressing on the occasion Senge H. Sering concluded: “China’s role in South Asia will increase with the withdrawal of NATO forces from Afghanistan, putting excessive pressure on the land, society and resources of Gilgit-Baltistan, and that Pakistan and China should respect the concerns of the locals in this regards”. In fact, India and its strategic partners are covertly working on the policy to contain China, and they use each every ruse and subterfuge to paint China in poor light. India had also raised objection to Neelam-Jhelum hydroelectric project being constructed by China on the grounds that it was a disputed territory.

China did not pay two hoots or deemed it necessary to comment on Indian pleas. Since Pakistan took the decision to construct Bhasha Dam, India persuaded the Asian Development Bank and the World Bank not to fund the project, as according to it the Northern Areas are a disputed territory.

Reportedly, both banks have sought no objection from India. Nobody asks India as to why it was constructing dams in Indian Occupied Kashmir, which is indeed a disputed territory as acknowledged in UNSC resolutions.

Moral Responsibility Of The Indian Nation

 The Indian Occupation forces are trying their utmost to suppress the freedom movement in Kashmir by using coercive techniques to intimidate Kashmiris but they have yet not suceeded in defeating the people of Kashmir who destermined with an unwavering resolve to fight for their just cause in order to get their rights of self-determination.

“Go India! Go back! We want freedom!” the charismatically enchanting valley of    Srinagar was resonating with the ear-piercing slogans raised by the hundreds of protesters who had gathered there after the Eid prayers. The Indian security forces started firing shots in the air and used teargas to disperse the violent crowd but all in vain. The protesters transformed into a procession and proceeded towards the main city and ultimately started hurling stones at the police. So many injured, so many arrested .That is how the people of Indian held Kashmir celebrated their one of the most sacred religious festivals The Eid-ul-Azha on 17th of November 2010. The most pathetic event of the day was that the Chairman of All Parties Hurriyat Conference, Syed Ali Shah Geelani and Mirwaiz Umar Farooq were disallowed to lead Eid-ul-Azha prayers. These leaders condemned the action of the Indian government as a ‘blatant infringement of people’s religious rights’. The International Herald Tribune reports, ‘Authorities deployed thousands of troops in Srinagar to prevent a repeat of massive protests that hit the city two months ago on Eid-ul- Fitr.The commercial Lal Chowk area, where protesters hoisted Islamic and Pakistani flags during the last holiday, was sealed with barbed wire.’ 

 Such type of actions and reactions are a routine matter for the people of Indian held Kashmir but the government hi-ups are never ready to pay any attention to them. Few weeks back, the Indian Army Chief General V.K. Singh claimed in an interview with Raj Chengappa, Editor-in-Chief of The Tribune, “96 per cent of the complaints of human rights violations against the Army have been found to be false. Indian Army is concerned about its image in the rural areas of Kashmir. There is enormous goodwill for the Army. Even in times of crises these areas have been quiet and peaceful and people have not supported agitations.” Commenting upon the statement of the Supreme Court of India regarding the misuse of AFSPA he said, “The Indian Army has a ‘human rights’ cell within its rank which takes very serious action against any odd offender who misuses his power. The Army does it even faster than a fast-track court.” Let us see how rapidly this ‘Human rights ‘cell responds to the cruelty of the Indian security forces on the Eid day in Srinagar.

As per rules and regulations the security forces of any country must be the custodians of human rights and civil privileges but in the Indian Occupied Kashmir the situation is altogether different. Under the shield of AFSPA, the security forces are butchering and slaughtering the innocent people. The Armed Forces Special Power Act of 1958, commonly known as ‘a draconian law’ allows even a junior non-commissioned officer to ‘shoot to kill’ on mere suspicion in order to maintain ‘Public Order’. This license to murder is widely misused by the security forces in India particularly in Indian Occupied Kashmir. Some of the moderate politicians of India call this license ‘a trigger-happy culture of governance’. The Act has been employed in the Indian administrated state of Jammu and Kashmir since 1990. Various human rights activists have ever been expressing their reservations regarding this inhuman and brutal Act but they are never listened to. On 23 March 2009, UN Commissioner for Human Rights Navanethem Pillay asked India to rescind the AFSPA. She termed the law as ‘a law that violates contemporary international human rights standards.” Unfortunately her recommendations were never given any importance. In the name of maintenance of law and order situation in the valley of Occupied Kashmir the Indian Security Forces are using AFSPA as a license to do what they like. They are committing heinous crimes of victimizing the innocent Kashmiris. Under the shield of AFSPA the young Kashmiris are being kept under illegal detention, women are molested, children are tortured, houses are ransacked and shops are burnt. In short this draconian law is not only generating terrorism but also favouring and supporting it. The USA claims that it is fighting a war against terrorism but it is something very ridiculous that USA never paid any heed to the horrible human rights violation carried on under the shield of AFSPA. . This criminal silence of USA on grave human rights violations committed by Indian armed forces in IOK calls in question the earnestness and sincerity of the so-called Global War on Terror.

The Indian media is making an effort to confuse the world by portraying the Kashmir movement as a Muslim movement. Some of the ‘paid’ analysts are struggling to connect this freedom movement with jihad and Muslim extremism. But there are countless Hindu and Sikh scholars to whom the Indian occupation on Kashmir is the worst example of human rights’ violation. Ms Arundhati Roy is also one of such impartial and unprejudiced scholars. While addressing a seminar in J&K, a few days back, she accused India of launching a protracted war to suppress the ongoing movement in Kashmir by its military might. She said, “Yesterday I traveled to Shopian, the apple-town in South Kashmir which had remained closed for 47 days last year in protest against the brutal rape and murder of Asiya and Nilofer whose murderers have still not been brought to justice. I was told about three teenagers in Anantnag district, who were taken into custody by the security forces and had their finger-nails pulled out as punishment for throwing stones. I met people crazed with grief and anger who had lost hope that they would ever get justice from India. They believe that freedom from India is their only hope.” The worst situation of human rights violation in Indian Occupied Kashmir is bringing a bad name to the ‘Incredible India’. It could prove itself the ‘most incredible’ if it succeeds in wiping off the dirt-blobs like AFSPA from its face. It is the moral responsibility of the whole of Indian nation to compel the government of India to listen to the agonizing moaning sighs of the helpless people of Kashmir.

Policy on Kashmir visa unchanged: China

Rejecting New Delhi's assertions that Beijing should respect India's sensitivities on Kashmir, China today said that its policy of issuing stapled visas to Kashmiris would remain unchanged, in crucial comments ahead of a meeting between Prime Ministers of the two countries.
Ma Zhaoxu, Chinese foreign ministry spokesman said at his bi-weekly briefing, "As for the Indian Kashmir visa our policy is consistent and has stayed unchanged." He was replying to questions whether the issue would come up for discussions at the meeting between Singh and Wen.
The comments come ahead of this week's meeting between Prime Minister Manmohan Singh and his Chinese counterpart Wen Jiabao on the sidelines of East Asia Summit in Hanoi, Vietnam.
The issue of stapled visa is likely to figure prominently at the talks.
He said officials of both the countries were in "touch" with each other to arrange the meeting. Indian officials expect the meeting to take place on October 30.
Ma declined to comment on the just concluded visit of Singh to Japan and the Indian Prime Minister's talks with his Japanese counterpart, Naoto Kan in which China figured prominently.
"We usually do not comment on leaders meeting from other countries. Our friendly position with India remains unchanged. Meanwhile we value strategic relations with Japan," Ma said.
China has been issuing stapled visas to residents of Jammu and Kashmir since 2008.
The policy had its biggest fall out when China recently declined to grant visa to Lt.Gen. B S Jaswal, the Chief of Indian Army's northern command for official talks here on the ground that he headed troops of a disputed area.
The move prompted India to put on hold all defence exchanges with China, even though Beijing played down the move saying that defence ties are intact.
Earlier China stapled visa policy coupled with references of Gilgit and Baltistan which are part of Pakistan Occupied Kashmir, (POK) as Northern Areas Pakistan by Chinese Foreign Ministry spokesperson created an impression that China changed its neutral stand on the status of Kashmir.
However, an official online map released by China to rival Google displayed the Line of Control, (LOC) in Kashmir region acknowledging the both sides of the areas respectively under the control of India and Pakistan. It also recognises the Northern Areas of Gligit and Baltistan as part of the "Pakistan controlled" Jammu and Kashmir.
The stapled visa issue has emerged as an irritant in Sino-Indian ties at a time when bilateral trade is set to cross USD 60 billion target set for this year.

Kashmir is aflame again amid a renewed outpouring of popular, non-violent revolt against India’s military occupation. Kashmiris are out in the streets, bringing the Valley to a complete shutdown. Despite curfew and the military crackdown, the current political revolt is fast developing into a mass movement, resurrecting the memories of the Kashmiri uprising in the 90s and giving a new dimension to this indomitable struggle for freedom.
The hundreds of thousands of demonstrators that fill the streets of Kashmir’s cities today are overwhelmingly young, many in their teens, and armed with nothing more lethal than stones. Yet the Indian state seems determined to strangle their voices, as it did of the old ones. Since June this year, Indian soldiers have shot dead more than 90 Kashmiri protestors, most of them teenagers. There is a deliberate and direct targeting of young people by the military forces, intent on crushing the anti-occupation movement.
To misrepresent the gravity and magnitude of the Kashmiri uprising, India is crying wolf by raising the bogey of “terrorism.” Kahsmiri youths are only pelting rocks and stones on trigger-free Indian soldiers. Fatal losses are only being suffered by “non-combatant” Kashmiris. Not one casualty has been reported on the side of the Indian paramilitary forces which have been given sweeping powers to open fire, search houses, detain suspects and confiscate property, while themselves enjoying total immunity from prosecution.
Aside from the magnitude of violence unleashed by the military forces against protesters, the most poignant aspect of the situation is the acute suffering of the whole population caused by the frequent curfews, disregard of normal life, arrests, detentions and sometimes disappearances of innocent civilians picked up by the authorities. This is a situation without precedent in South Asia and with few parallels in the world today.
This time, as indeed two years ago, nobody can blame a foreign hand for the Kashmir uprising. The Kashmiris have chosen to speak for themselves and are speaking loud and clear by chanting Azadi! Azadi! They want nothing but freedom from Indian occupation to be able to exercise their inalienable right of self-determination pledged to them by India and Pakistan and by the international community through solemn UN Security Council resolutions. It is indigenous and inevitable eruption of simmering resentment among the Kashmiri people for several decades.
The New York Times last week described the protests as a comprehensive “intifada-like popular revolt.” The world, however, remains silent over this tragedy. There is no voice of conscience from any major Western capital. The Muslim world remains an embarrassing symbol of absolute helplessness. UN Secretary-General Ban Ki-moon hesitatingly issued a statement expressing concern over the worsening situation in Kashmir. Otherwise the UN is today left with no authority or credibility on implementing its own resolutions.
During his US presidential campaign, Barack Obama had pledged he would appoint a special envoy to the region and declared that a solution to the “Kashmir crisis” would be one of his “critical tasks”. Since then, however, the US president hasn’t uttered a word about this crisis that has sowed all major conflicts in South Asia. If only Obama would keep his promise, it would certainly hasten the process of peace and stability in South Asia, home to one-fifth of the human race. In the ultimate analysis, durable peace in Afghanistan is also predicated on peace in South Asia.
Since1947, Kashmir has remained at the core of South Asia’s issues of peace and security, and is today a sombre reminder to the world that the people of Kashmir remain deprived of fundamental values and freedoms. In the 90s, the Kashmiris waged a militant struggle, drawing renewed international focus on the Indian military occupation of Kashmir and its repression of the Kashmiri people. India coped with this situation by holding a fruitless dialogue with Pakistan to deflect international pressure.
In the post-Kargil period, taking advantage of global concern with terrorism, India has remained locked on to the alleged nexus between “terrorism” and the Kashmiri struggle, with the demand that Pakistan cease assistance to the Kashmiri cause. In 2006, it managed to secure a guarantee from Gen Musharraf that Pakistan would not let its territory be used for cross-border terrorist activity. It also almost clinched a backchannel deal on Kashmir in Musharraf’s four-point “out of the box” solution. Since November 2008, India has sought to redefine the Kashmir issue purely as an issue of terrorism.
The reality, however, is alarmingly different. There could be no grimmer description of the Kashmir tragedy today than the article by renowned Indian writer Pankaj Mishra in The Guardian on Aug 14: “Once known for its extraordinary beauty, the valley of Kashmir now hosts the biggest, bloodiest and also the most obscure military occupation in the world.” He then illustrates the everyday regime of arbitrary arrests, curfews, raids and checkpoints enforced by nearly 700,000 Indian soldiers.
Mishra speaks about the Indian media amplifying “the falsehoods and deceptions of Indian intelligence agencies in Kashmir,” which argue that the Kashmiri protests are the work of Islamic fundamentalists and/or terrorists. But in the case of Srinagar, the population of a major town cannot be composed entirely of such elements. Kashmiris simply demand a speedy implementation of the pledge made to them by India, Pakistan and the UN that they would be allowed to decide their own future through a free vote.
Virtually everyone, men, women and children, has taken to the streets in Srinagar to lodge a non-violent protest at the office of the United Nations against the continuance of Indian occupation. But such non-violent protests have received little or no press coverage, even though they have been taking place since 2008, Mishra says. According to him, the ongoing protests are an unmistakable expression of Kashmiris’ resentment against the indifference of world powers and their failure, largely because of the toxic power politics, to implement international agreements.
No wonder the Kashmiris today feel betrayed and are out on the streets demanding to be freed from Indian military rule. Theirs is the voice of a wronged and neglected people. Only two years ago, Indian writer Arundhati Roy had challenged the world’s and India’s conscience on this issue, drawing people’s attention to a huge price being paid in terms of military, material, moral and human costs in the Indian occupation of Kashmir against the wishes of its people.
This is the crux of the Kashmir situation. India will do itself good by seeing the writing on the wall. Popular movements cannot be suppressed. Brutal military force brings no relief to anyone. Stark lessons are there to read in the unclosed chapters of Afghanistan and Iraq.
There is but one fair, just, legal, and moral solution to Kashmir which was provided by the United Nations, and which both India and Pakistan had accepted. The setting aside of the UN resolutions is one thing, the discarding of the principle they embodied is quite another. The underlying cardinal principle of self-determination cannot be thrown overboard.
The Kashmir settlement has to be in accordance with the wishes of the Kashmiri people, impartially ascertained, in conditions of freedom from intimidation. It is never too late to revert to the path of justice and fair play, and to heed to sanity and rationality.
